Provisions and information for passengers

Useful news

• Health checks on all arriving and departing passengers are being carried out by health workers.
• Bars and restaurants remain open to guarantee refreshment services for passengers passing through the airport; Aeroporti di Roma also informs you that commercial activities have temporarily reduced their operations. Aeroporti di Roma has also enhanced the supply of vending machines so that they are always adequately stocked and can guarantee an adequate service.
• The Border Police is put into action so that there are no obstructions or groups of passengers struggling to complete the self-declaration forms.

• Every day, from 24:00 to 05:00, the departure and arrival areas of Leonardo da Vinci International Airport will be closed to the public to allow for the necessary sanitisation of the areas.
• As per ENAC instructions, the ban on the use of overhead compartments for hand luggage is limited only to flights on which on-board social distancing cannot be guaranteed.

According to the new measures for containing COVID-19 infections provided for by Prime Ministerial Decree dated 26 April 2020, it is mandatory, throughout Italy, to use respiratory protection in enclosed places that are accessed by the public and at all times when it is not possible to continuously guarantee the maintenance of the safety distance. Even at the airport, the use of masks is therefore compulsory; passengers who do not have them can  ask at the security checks.

N.B. Children under the age of six are not under this obligation, nor are those with disabilities that do not require the continuous use of masks or individuals who interact with the aforementioned people.

Passengers flying to countries that necessarily require a negative Covid-19 swab carried out in Italy before departure must implement the following procedure:

• Travellers carrying a medical prescription on plain paper must go to a CUP (Single Centre for accessing the booking of appointments and examinations within health facilities in the region) desk to register and pay for the service. Passengers not residing in the Lazio Region and carrying a travel ticket can go to the ADR Emergency Department at Fiumicino airport – located near Terminal 3 Arrivals – to obtain a medical prescription.
• The CUP desk issues users with 2 copies of the payment receipt. Payment amounts to €69.88.
• Users must go to the “drive-in” test centre of the health facility of the regional area where the booking at been made – handing over a copy of the payment receipt – and shall undergo the test. Instructions for receiving the results of the test will be provided at the drive-in centre.  

We advise following the procedure described above as far in advance as possible and, in any case, within the maximum time permitted by the provisions of the foreign countries of destination.

Regulatory measures

The measures are in compliance with the provisions of the Presidency of the Council regarding the 2019-nCoV coronavirus.

According to the measures for limiting the spread of COVID-19 infection provided for by Prime Ministerial Decree dated 7 August 2020, it is mandatory, throughout Italy, to use respiratory protection in enclosed areas that are accessed by the public and on all occasions when it is not possible to keep to the one-metre social distancing rules. At the airport, if therefore mandatory to wear a mask and keep a distance of one metre away from other people;

N.B. Children under six years of age, people with disabilities that are incompatible with the continuous wearing of a mask and individuals who interact with these people are exempt from this obligation.

• Prime Ministerial Decree dated 7 August 2020defines the provisions in force in Italy from 9 August to 7 September 2020.
   
• Based on the decree, travel to and from the following countries is not subject to any limitations: a) Members States of the European Union (in addition to Italy: Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Czech Republic, Romania, Slovakia, Slovenia, Spain, Sweden and Hungary); b) States party to the Schengen agreement (in addition to the EU countries, Iceland, Liechtenstein, Norway, Switzerland); c) the United Kingdom of Great Britain and Northern Ireland;  d) Andorra, the Principality of Monaco;  e) the Republic of San Marino and the Vatican City State.  
   
• People who enter Italy from these States, with the exception of Bulgaria and Romania, are no longer subject to the obligation of health surveillance and self-isolation (quarantine) for 14 days, unless they have stayed in others countries within the 14 days prior to their entry into Italy. The quarantine obligation also applies to people who intend to enter Italy who, in the past fourteen days, have stayed in or transited through Bulgaria or Romania. This obligation does not apply to the crew or staff travelling in the means of transport used to transport these people. 
• Entries into Italy from Australia, Canada, Georgia, Japan, New Zealand, Rwanda, the Republic of Korea, Thailand, Tunisia or Uruguay are permitted but the health surveillance and self-isolation (quarantine) obligation applies.

• Travel to and from countries and states other than those mentioned above, by people who have transited through or stayed in said states are prohibited, unless justified by proven work needs, of absolute urgency, by health reasons or for study purposes.  In any case, EU citizens (including citizens of Schengen countries, the United Kingdom, etc.) and their family members, as well as long-term residents of third countries and their family members are permitted to return to their home, dwelling or residence. The rules relating to the obligation of health surveillance and self-isolation apply to people who enter Italy from the aforementioned countries or states, as set out in Article 6 of Prime Ministerial Decree dated 08/07/2020. 

• The entry into and transit through Italy is forbidden for people who, in the last 14 days, have stayed in or transited though one of the following countries: Armenia, Bahrein, Bangladesh, Brazil, Bosnia Herzegovina, Chile, Kosovo, Kuwait, North Macedonia, Moldova, Montenegro, Oman, Panama, Peru, the Dominican Republic andSerbia. Exceptions are citizens of EU countries (including Italy), Schengen countries, the United Kingdom, Andorra, the Principality of Monaco, the Republic of San Marino or the Vatican City State and their family members, with registered residence in Italy since prior to 9 July (16 July for arrivals from Kosovo, Montenegro and Serbia), the crew and travelling staff of the means of transport, as well as diplomatic officials and agents, staff of international organisations, Italian and foreign military staff in the exercise of their duties.Travel from Italy to these states is also prohibited unless justified by proven work needs, of absolute urgency, for health reasons or for study purposes.
   
• As set out in the “User information guidelines and organisational procedures for limiting the spread of Covid-19 in terms of public transport– Technical Appendix on the aviation sector” (Appendix 15 to Prime Ministerial Decree dated 08/07/2020), the use of a mask is mandatory for passengers and it is necessary to keep to the social distancing rules on board aircraft, inside the terminals and all other airport facilities. 
   
• However, the distancing measures on board aircraft can be waived by implementing a series of requirements, such as: the use of HEPA filters to purify the air, vertical flows and exchange of air every 3 minutes; screening the temperature of passengers, prohibiting the boarding of anyone with a temperature exceeding 37.5°; changing masks every 4 hours of use;  obtaining self-certifications from passengers, certifying lack of contact with anyone who has tested positive for Covidand their commitment to report the onset of symptoms to the airline and the competent Health Authority within 8 days of disembarkation; boarding of hand luggage of the permitted size, implementing selective measures for boarding and disembarkation in order to prevent crowding and to reduce movements on board; the storage of personal clothing in special disposable containers, provided by the airline at the time of boarding.
